Am I Being Cruel or Kind

One year ago I reluctantly found a new home for my dog and found a great
family for him to live with.  They promised to run him daily ( he's a very
high energy dog ) and said that they would fence their yard or build him a
run.  To date they have not done any of these things.  He is now about 20lbs
over weight and is allowed to wander the neighborhood on his own.  I want to
ask for him back - I'm now on a acreage.  Am I justified in wanting a better
life for him?

I don't know if i would ask. Just cruise the neighborhood and open the car door
when you see him... then call them and tell them why you did it and ask that
they think about it before making a scene...
