WHAT it means is rehoming a dog in need.  Purebred RESCUE groups re-home a
specific breed of dog.  The people involved in this are devoted to "their"
breed (labs for instance) and take on the responsibility of placing needy dogs
(dogs who's owners no longer want or can no longer care for them) themselves,
rather than having the dogs placed (or not) through an animal shelter.
Volunteers often foster the dogs in their homes, to evaluate the dog for what
new hom would be most suitable.

RESCUE is often used in ALL re-homing of dogs and cats, through animal
shelters, taking strays off of the street, etc.  There are also groups who
provide disaster-rescue - saving dogs and cat who were left behind in emergency
evacuations, etc.

and to Janets fine description :-) I add that yes often the dog's life is
saved just by giving  it a foster home until the right home shows up for it
