Picking up a US puppy in Canada and transporting back to US

We live in Upstate NY and are buying an Australian Kelpie puppy from a
breeder in Washington State.  She is selling two puppies to people in
Toronto and would like to ship our puppy along with them.  We could
then drive there and pick him up.

He will be less than eight weeks old and not have had his rabies
shot.

What are the issues with bringing the puppy back across the US border?

Jeff,
My best suggestion is to obtain the information direct from the people at
the border.  I also live in Upstate NY, quite close to Buffalo.  If you live
close to a border town, just drive up and ask.  If not, e-mail me, and I
will try to get the information from the guys at the border.  You know, that
since 911, getting stuff across the border is a little different.  Good

Puppies must be at least 8 weeks old.

Since the maximum is also two to a crate perhaps your breeder is trying to
evade this requirement?

A health certificate is required.

If you have even the slightest concerns about the ethics of your breeder
and would like any information of what to expect from an ethical breeder
feel free to ask.

You will also need to take care of the importation into Canada

No, she is trying to avoid having to ship a puppy across the country
alone when it could be traveling with two of it's littermates.
