Growing roses from cuttings

I'm attempting for the first time to grow roses from cuttings.  I read that I'm
supposed to cut a couple of inches from a branch where a rose has grown.  I cut
the rose head off and then dipped the end in rooting hormone and then placed it
in planting soil.  Am I supposed to water it right away or wait?  I didn't
know, so I watered some and didn't water the others.  I leave the cuttings in
their containers outside. (I live in So. Calif.)  I looked at the cuttings
today and the leaves look wilted although the soil is not dry.  I also keep a
plastic bag on them to retain moisture.  Is that not good?  Help!
