Miniature hedge

We are looking for something suitable as a formal miniature hedge for
a herb Garden - we live in zone 4/5 so it's somewhat limited, although
where the herb garden is we could probably get away with zone 6.  One
option we've been considering is Satureya Montana Pygmea (Min. Winter
Savory)
Does anyone know where this plant is available (or seed), or does
anyone have any other suggestions??

Hmmm, I am not sure of cold hardiness to 4/5, but there is santolina
and  germander.

  I'm not sure about your zone, but Dwarf Yaupon is very pretty.

Or how about a para hebe? They are low growing, evergreen, hardy
nad easily clipped.  They also have pretty flowers.
