Datura did not flower. Why not?

I salvaged a varigated Datura plant today.  It has not flowered in 2
years and the disapointed owner was letting it go. I am in zone 5 so
the plant must come inside for the winter.  Can someone please tell me
the reason why this one did not flower and what can I do for next
spring when I trasnsplant it outside.

Not enough sun?  Too much water and fertilizer?  The Datura
family often likes to live lean.

Or is it a Brugmansia suaveolens 'Variegata'?  In which case they
like the posh life and like plenty of sun (but not so much that
they burn) and fertilizer and well-drained soil with moderate
amounts of water.

Height: 10-16 feet
Width: 10-15 feet
Exposure: Sun or Shade  (I would say "light shade"or morning sun)
Irrigation Req.: Medium Water
Needs Winter Hardiness: 30-32 F
