I have two very young blue spruce trees that came from my daughter's
"Tree Day" events at junior high school.  After 8 years, they are about 3
feet high.  Can someone instruct me on how to (and when to) prune them to
develop the desired shape and branch densitiy of a well grown spruce tree?
Thank you.

Maybe the following link can help you.  I would leave them alone.

They should develop this without any pruning at all.

For the most part you can leave them alone.  If the tree develops a double
leader you will need to prune out one.  breaking off the new shoots, will
cause the branch to fork out. if the tree is lopsided you can shorten the
longer branches back to a secondary branch.  Christmas tree farmers prune
their spruce trees every year to keep that tight christmas tree shape.
You can pune anytime without damage, before the spring flush is ideal.
