Sounds like anthracnose. It's worse in years when conditions are moist as
the trees are leafing out. I'm not expert on the subject, but as I
understand it, it's rarely fatal in an established tree, just unsightly. A
web search would probably get you more information, or your local extension
agent could advise on what's recommended in your area.
