Okay I want all your opinions and suggestions on the following:

I want to bulid a 16x16 pond 3 feet deep. There is a chance I may get a
grant (educational) to bulid it. If I do get a grant I will buy the best and
most expensive materials, if I dont, well you know. Bake sale. But here are
my two lists, one if I get a grant one if I dont. Liner size is 25x25.

Grant;

400.25 (Nautilus 60 pump)
189.00 (Skimmer)
50.00 (tubing hardwarestore)
Homemade Bio filter (external)
40.00 (20 watt light)
Bottom Drain

 No Grant;
Probably EPDM Roofguard by Firestone (not sure on price)
Cheaper effeicent pump         (suggest)
Homemade filter
Homemade Biofalls

Now for the questions. Will a skimmer suffeciently clean the pond, or will I
need something at the bottom too? Are my pumps good choices or are there
other options? How much are water plants? I live in Zone 3-2 will I be able
to winter koi and other fish? What about plants? What are the hardiest? How
much rock will I need to buy? How much will it be? How much are Koi? Will
any kind of lily live where I do? I am in Colorado near Aspen is anybody
from around here? How much should I ask for in the grant? I think if I could
get 2000-5000 I will be able to get everything paid for. What other
suggestions do you have for me? I am also going to install my pump outside
the pond so it will power bot the drain and the skimmer. The drain will just
be a tube run to the bottom of pond with a streamer on it. The tube from the
drain and from the skimmer will then run thtough a basket streamer before
going to pump. I will also install ball valves on each so I can turn one or
the other off. the the pump will pump to the Biological filter which will
pump to the upper pool above the falls which will have the veggie filter. My
design is based of the schematic on Petes Pond Page
http://reality.sgi.com/peteo/biofilter.html I will try to post a drawing.

Jim Parrett,  I think this must surely be a joke!    If this guy can get a
grant to buy pond materials,  all of us will be paying for it... you know,
that five letter word we all hate... TAXES!   I hate to think what the world
is coming to if anyone gives this guy a grant!!    :O)

I think you are right on Nedra.
He has got to be a Republican trying to make out us Democrats will use
taxpayers money to fund anything no matter how silly.

UV?  Why bother.

Permalon is also an option

If you're going with the external filter, a Sequence is an excellent
option. Supreme are good submersible/inline pumps.

You've got a bottom drain and an external filter, that should do.

Very variable.

hardiest? How

Yes.  Many marginals can have their roots frozen solid (cattails,
water irises, sweetflags, water forget-me-nots, lots of others).
Lilies & Lotuses need to be sunk below the level of the ice for the
winter.  Koi need enough water below the ice level to maintain them
and do best if you can keep a hole open in the ice (I use an air pump
& bubbler).

As variable as the cost of plants!  Mine were free.

anybody

There have been a few people around this group from Colorado - though
I couldn't tell whether they're in anything like your climate.  I
imagine Colorado runs the whole gamut.  Otoh, Bartley Busse & Vince
Candline are both up in Saskatchewan in the same sort of zone.  You
can definitely grow lilies. There's even a Colorado Lily, though I
couldn't actually tell how it came to be named Colorado - it could be
completely unrelated.
