As part of planning my pond I called the Seattle land use hotline, fearing
that there would be all kinds of permits and fees and limitations on
depth. Turns out that Seattle does not regulate Garden ponds at all! If
you raise the pond over 18" above the surrounding grade then the story
changes, but I didn't pursue that.

Also, I'm getting a sample of the Firestone EPDM roofing material to test
with live fish, per someone's suggestion. My plan is to get a few small
goldfish and split them between one bowl with the EPDM and one without.

Be sure to monitor other conditions so that you don't have loss
unrelated to liner which seems like liner caused it.

In a further communication with Ralph Paroli, an indisputed expert on
roofing materials, specifically polymers, I asked him whether or not
it would be safe to use roofing grade EPDM in an ornamental fish pond.
He stated that he could see no problems with it except that the EPDM
may not hold up as well, I'm assuming meaning as well as it does on a
roof, and said that for such use, it may be necessary to treat it with
an algaecide or such. Having previously stated that EPDM roofing
membrane, to the best of his knowledge, which is undeniably quite
extensive, is NOT treated with anything such as algaecide or
herbicides as I think it is interesting that it might have to BE
treated with something to make it durable enough for pond use,
although I'm not sure what Mr. Paroli would consider durable, EPDM is
assumed to have a life span of 15-20 years I believe as it is in pond
useage.
