Should I run the pump 24/7.

The waterfall is quite noisy and I don't want to disturb the
neighbours.

If they haven't complained during the day I doubt they would at night (but
I could be wrong). If you have fish and a filter you need to run it 24/7.
Unless no filter, and few/small fish. Still not good for the pond not to
have circulation, at least use an air pump/stone.

If you shut it off your fish can suffocate.  Run some other type of aerator
so that doesn't happen when the main pump is off.
