When there are two females in one cage, and one is in heat, but there is
no male around, will that cause tension amongst the females?

If the two females are Syrian Hamsters (Golden, Teddybear) there will
be tension at any time as they are solitary animals and do not
tolerate the company of another and therefore need to be housed in
separate cages.  On the VERY RARE occasion that two females will live
together happily for a while, they often do not come into season.

        Are you talking about Syrian Golden hamsters? They should not
be housed together and if one is in heat that will indeed exascerbate the
situation. When females are in heat they are generally edgier and more
aggressive.
