Clipping wings vs. not clipping wings

I am curious what people's opinion is of getting a Budgie's wings clipped.  I
have heard that if you want to hand tame or if you get a hand tamed bird you
want to have them clipped to help with the training.

Jack~
I know your budgies are your bestest friends, they love you.  Did you or do
you clip their wings while training or otherwise?   Just curious.
