AFA position on HR 5013

Even though I dont visit r.p.b too often during breeding season, I try to keep
track of whats going on, and even say something useful when I can. Ive noticed
the (spirited) thread about HR 5013, the Wild Bird Conservation Act, and thought
Id add some information that crossed my desk in my role as a Vice President of
AFA. It should clear up some of the remaining misconceptions.

Part of the Congressional testimony on the bill is quoted below. I think its
interesting to see how the various organizatins positioned themselves on the
record. Many may not appreciate that AFA was the only participant in the working
group which drafted the bill that did not endorse it as written.

  Ms. Hanessian represents Pet Industry Joint Advisory Council
  Mr. Leape represents World Wildlife Federation
  Mr. Lilienthal represents American Federation of Aviculture
  Mr. Wyerman represents Defenders of Wildlife.

  SENATOR BAUCUS. I'd like to first determine whether you all support H.R. 5013
or not. It's my understanding that you do. That is, Senator Chafee and I earlier
introduced separate ills, different approaches, and subsequent to that time,
various groups have been working out an agreed upon resolution, which
essentially is H.R. 5013, and I want to confirm that that's the case.
  Ms. Hanessian, do you favor essentially H.R. 5013. Is that correct?

  MS. HANESSIAN. Yes, we do, sir. That's our testimony.

  SENATOR BAUCUS. Mr. Wyerman?

  MR. WEYERMAN. We certainly support it. We would prefer that it be strengthened
in a few ways which do not undermine the basic structure of the act, though.

  SENATOR BAUCUS. But you do support it?

  MR. WEYERMAN. We would support it as it is.

  SENATOR BAUCUS. Mr. Lilienthal, do you support the concept behind H.R. 5013?

  MR. LILIENTHAL. We, too, believe there are changes needed before we can put
our approval behind it.

  SENATOR BAUCUS. Well, everyone else supports it right now. Do you support it?

  MR. LILIENTHAL. We only support it with the changes we feel we need, sir.

  SENATOR BAUCUS. So you do not support it in its present form?

  MR. LILIENTHAL. Not in its present form, no.

  SENATOR BAUCUS. I thought there was an agreement here. There is not an
agreement here. All right.

Well, that doesn't exactly give us much insight into the AFA's position on
the bill, now does it? Care to elaborate?
