budgie's wings clipped wrong

I bought a blue budgie about 6 months ago and it couldn't fly but that was
okay because I bought it with it's wings clipped.  It took my bird about 4
months to start to fly.  I decided to get the wings clipped and went to
where I bought the bird at Pet Land.  When I gave my bird to the woman  she
came back almost immediatly and told me that where ever I had taken him last
they did the clipping wrong.  I informed her that I bought the bird at her
store and this was the first time that he was being clipped since he was
bought.  She didn't know what to say except that the feathers will never
grow back.  My bird was clipped from his wingpit out, he was suppose to be
clipped from the tip of the wing in.  My question is will the feathers ever
grow back ?  I know that birds molt won't he ever lose those feathers?

There's no reason the feather shouldn't grow back.  No offense to the store,
but this second lady you talked to sounds about as uninformed about birds as
whoever it was that clipped your bird's wings wrong was!
    My Goffin's***atoo's wings were clipped as you described when I first got
him; those feathers have since grown in beautifully and he is now clipped
correctly.

If the bone was cut, as in pinioned, it will not grow back.
