4 month old female cat, mean to other kittens

Friend of mine has a "queen" cat with four kittens, about 5 weeks old.  About 3
weeks ago, a really cute cat about 4 months old (female) was dumped off near
friend's house, so they took her in (cat had its claws trimmed, would have been
killed by local dogs + couldn't hunt, would've starved).

This new cat is super-loving and such, except for one thing.....is very mean to
the kittens of the other female in the house.  Hisses at them, slaps at them.
This is very odd, because when the new cat was introduced to the household, it
tried desperately to play and be friendly to the other *** and mid-age
cats....and now, when it could be indoctrinating new playmates, it is mean to
them.

Any ideas as to how to get the cats reconciled?  Why would the older kitten be
behaving this way?

The older cats were *** in the territory the older kitten got
introduced to.  So, it had to try and earn a position in the pecking
order.  These younger kittens are younger than the older kitten, and
thus it has to be sure that they accept the older one's
already-established position.  While they are potential playmates,
they are also potential rivals.  I am sure that the older cats treated
the older kitten the same way that this kitten is treating the younger
ones.  As is the common advice in this situation... as long as no one
is getting hurt, leave them to work it out on their own.

This cat should not be introduced to the kittens until they are all
vaccinated.
