My cat Trooper, who I've had since he was a kitten, is very well versed
in cat blinks.

This spring I adopted a nine year old cat who doesn't respond to them at
all. She's extremely affectionate but no cat blinks.

I wonder if it's socialized behaviour?

None of my 5 cats, ranging from 1 to 20 years of age, respond whatsoever
to these blinks, which I never heard of before until reading about them
here about a week ago.   My 3-yr old male orange tabby Brahms will,
however, yawn within 30 seconds if I start yawning in front of him.
